Small Business, Women and Minority-Owned Business Participation Program (SWAM)

Purpose

The purpose of this program is to document a policy which facilitates the participation of small business and businesses owned by women and minorities in procurement transactions with the Department of State Police.

Definition of Minority Enterprise

A small business that is both owned and controlled by minorities or by women. This means that minorities or women must own fifty-one percent of the business, and that they must control the management and daily operations of the business. Minorities include African Americans, Hispanics, Asian Americans, American Indians and Alaskan natives and members of other groups or other individuals who the Small Business Administration (SBA) has determined are economically and socially disadvantaged under Section 8 of the Small Business Act.

Policy

It is the policy of the Department of State Police to encourage the participation of minority businesses in state procurement activities and to promote actively and diligently the procurement of equipment, supplies and services from small, women and minority-owned businesses in an equally competitive manner.
